So in more recent times propaganda is used to describe a systematic effort to manipulate other people's beliefs, attitudes, or actions.
A heavy emphasis on deliberate manipulation and the attempt to force ideas on others distinguishes propaganda from casual conversation or the free and easy exchange of ideas and concepts.
The propagandist has a predetermined goal or set of goals. To achieve these predetermined goals he deliberately presents a one sided selection of facts, arguments and half truths in ways he thinks will have the most impact. These half-truths are what the fake news media uses
